Advocacy Meeting Minutes

Welcome and Introductions (Ben Stone)
San Diego River Park Association – (Robert & Ben) update

-Citizens Initiative Stadium Plan

166 acres must be sold to SDSU whether or not the Chargers stay in SD. 28 acres to N. border is SDRP area. Designated for shared, public, recreational use. In actuality, only ⅓ of 28 acres must be allocated to public. 8-10’ wide path will transverse property. Only 7 acres must be designated for public use.

-Temescal Creek and surrounding land ownership

Recent purchase by SDRPF made just outside of Julian. This acquisition will make a trail that begins around Santa Isabel to Santee. Looking for “big loop” connections. Eventual objective is to get 40 miles of trail. We want to avoid area “wilderness” designation so we need to establish “use” in this area…BLM owns most of El Cajon mountain. Boulder Creek will connect to Three Sisters and Devil’s Punchbowl. El Cap area surrounded by tribal ownership. A couple of wilderness designation requirements: potential “wilderness” must be remote and roadless.

Anderson: World Cup is on tribal land; other trails SDRP or City of SD land.

-Forest Service connections and mapping software (esri)

ESRI is software that reveals ownership details of various land parcels. Ben needs .GPX and .GPS file for future planning, especially rural areas and where we are unsure about “connectors.”

Mission Trails Master Plan June 2017 (Kevin & Ben) Ben, Kim, Kevin & Susie met at MT today about MTRP Master Plan. Timeline: 2017 is when EIR will be presented regarding Cowles (top portion will bypass steep fireroad), West Fortuna, Lake Murray, East Elliot, West Sycamore, etc. Each agency will go through their own permitting process. Budget shortfall for implementation between $45-$75k. There will be a public workshop, realignments of existing trail, addition of new trails, etc. Basically, we achieved a compromise. City is beholden to agencies and must move ahead even if they disagree. Going to eliminate some of the wider fire roads (Grasslands, for example) in order to implement our multi-use trails plan.
Bikes/Tickets – (Kevin) Spring stops at Teyote; looking at a “Landfill Loop” (Link Valley), which they are looking to keep. “Hidden Trail” is on Hanson Aggregates property. Princess Joanne is a viable parking option for Mel Brooks trails. HomeFed/Fanita Ranch is working with us on trail design on their property. Working with developers elicits their cooperation which is better than potentially selling land to CDFG, which would shut it down to bikes. For example,  Pardee allowing “Appendix” Richard Duquette represented 5 of 40+ riders who got their bikes back for a $250 fee; they had to sign an agreement not to sue the Marines in civil court.
Signage – (Kevin) update. There are a lot of new signs designating military property. Teyote still viable.
MCAS/Stowe Trail – (Ben & Kevin) update. Next month will be an update after a meeting between Congressman Duncan Hunter and 3-star general in DC.
Jumps and Trails 805 – (Ben & Kevin) update. Miramar Landfill and Miramar Nursery both on military property. Both entities have been told to enforce their borders. Initial problems caused when some bikers’ presence interfered with military funerals.

Flow Trails “Black Widow” 9) SD County World Class Partners Bike Park (Lakeside) 10) Trails Plan for Cleveland National Forest* (Ben needs help with this one. Pine Creek and Espinoza Trails (near Noble) are suggested for “undesignating” as wilderness.
Open Volunteer positions List: (Ben) City of Poway, we need a liaison. Also want to make Susie full time and hire a part-time volunteer coordinator/maintenance liaison.
Events Snapshot (Susie): May 14: Sweetwater South Bay Rides/Hikes/Lunch. May 15: Tour of CA Booth at Finish Expo; Ride with a Ranger at MTRP 5/7; Explore Mission Trails Day is 5/21. Need volunteers for all of the above.
Black Mountain & 2017 trails: update (Matt): Cobbles extension that goes to new awesome trail “Appendix” (S-N) at PQ. Black Mountain is City of SD “Open Space”: Some new great trails open. “Impaled” still needs a bit of work but almost open; will likely be official in 2017. Ranger Ed has been very cooperative. Barcheski property of CV: Matt will get an update. Miner’s Loop Needs maintenance next.
Archipelago Ride – update/volunteers (Skii), probably max 200 riders. Sweeper positions are still full. Andy needs help with flagging and de-flagging the weekend before and Friday after. We still need aid-station volunteers. Bike shops are sponsoring aid stations directly this year, which was Skii’s idea.
Pacific Highlands Ranch Bike Park Next Steps (Susie Murphy) Pardee Development cement bike pump track approved at recent meeting. Pretty basic/kid friendly. Chris (aka “Good Flow”) Powell got help getting approval from San Diego City Parks and Rec.
